Find out whether a public-sector contract has to be openly tendered, which trade agreements bite at that value, and how much room is left before the next threshold.
Find out whether a public-sector contract has to be openly tendered, which trade agreements bite at that value, and how much room is left before the next threshold.
This is a lookup against published threshold tables, not a calculation. Your buyer type and category select a row; your contract value is compared against it.
Buyer type selects the entity class: a department, a MASH entity, or a Crown corporation. Each class has its own thresholds under the Canadian Free Trade Agreement. What you are buying selects goods, services excluding construction, or construction. The three are not interchangeable and the gaps between them are large.Contract value is compared against the lowest threshold that applies to you, because the lowest one is the one that binds first.Figures are the Canadian Free Trade Agreement thresholds in force from January 1, 2026 to December 31, 2027, plus Treasury Board Contracting Policy Notice 2025-8 for federal international agreements.
Contract value means the whole value: every option year, every renewal, and applicable taxes. Splitting one requirement into smaller awards to duck a threshold is itself a breach.
This is planning information, not legal advice. Your own procurement directive may require open competition well below any trade-agreement threshold.
No, and this is the assumption that gets buyers in trouble. A trade-agreement threshold is the point at which open tendering becomes a binding obligation with a dispute process behind it. Below it, your own rules still apply, and most public bodies set their own competition requirements far lower. Being under the CFTA threshold tells you which rulebook you are not in; it does not tell you that you have no rules.
Yes. The value of a covered procurement is the estimated maximum total value over the entire duration, including every option to extend and any recurring charge. A three-year website contract at fifty thousand a year is a one hundred and fifty thousand dollar procurement, not a fifty thousand dollar one. This single point moves more contracts over the line than any other.
Because the agreements treat construction as its own category with its own economics. For a municipality or school board the services threshold is one hundred and thirty-nine thousand dollars while construction sits at three hundred and forty-seven thousand four hundred. A website is services. Do not let a capital-projects threshold reassure you about a digital contract.
A publicly funded academic institution is in the MASH group, along with municipalities, school boards, hospitals, and social service agencies, plus any corporation those bodies own or control. That group has a single one hundred and thirty-nine thousand dollar threshold covering both goods and services, which is where almost every web project lands.
For federal buyers, yes: the result lists which international agreements a value triggers and where the first one starts. For provincial and MASH buyers this tool answers the domestic question only. International coverage of sub-central entities varies by province and by which annex your organization was listed under, and there is no single table honest enough to hard-code. Your provincial procurement office has the answer for your entity.
They are the values in force from January 1, 2026 to December 31, 2027. Thresholds are re-indexed every two years, so the next set arrives January 1, 2028. If you are reading this in 2028 or later, check the CFTA Secretariat before relying on a figure here.
